The reason for Indian rejection of talks is based upon prospects of India becoming economic and military power in future. So Whatever Pakistan takes moves in terms of pursuing relations with India it should be wary of it.

What I cannot understand is the utter apathy shown towards acquiring the accurate knowledge by some of the people who have written on your website. The Indian
government has offered improvement in relations on a path to a meaningful dialogue.
One cannot understand as to why is the Pakistani government so insistent on not granting overflight rights to India. It wants India to gaurantee that it will not scrap overflights anytime in the future. What if there is another Kargil by the brilliant military general? What is there if another attack on the Parliament of India by forces still operating freely within Pakistan territory. Mind you Parliament is a big thing for India. India adores its democracy and an attack on its Parliament by forces operating freely from Pakistan is an attack on the people of India who have nurtured democracy for the past fifty years.
Why has the government of Pakistan not granted the most favoured nation status to India in trade even when India has granted to it? Once again I would like to remind my Pakistani readers that under the WTO rules Pakistan is bound to grant India that status. What this represents to the people of India is perpetual hostility towards the people of India. And hence this question-how can one move towards dialogue when one
sees such a negative attitude.
Now some of you may argue that India ought to resolve the core issue -- Kashmir -- with Pakistan first and then move to other issues. Let me remind you that even to move to the core of anything, you first have to remove that which surrounds the core issue. Coming to core issues would require removing the stones which fences that core issues.
With these thoughts I hope that my Pakistani readers would understand the perspective of an India. I would welcome comments and suggestions.

I think rather than having defensive attitude, Pakistan should adopt a sort of aggressive attitude because if India shows upper hand even indulging itself into state terrorism in most of the areas of subcontinent then why not a country like Pakistan which is itself a victim of state terrorism.

statesmanship they should continue informing the world leaders and organisations
about how much Pakistan is committed to peaceful resolution to all the issues
including Kashmir that has clotted the relations of both

1) Stop doing research about what is true, real, original, working, genuine or
sham democracy. Usher in a
system owned by people of Pakistan not by any agency.
2) Tell the world and India let us talk about all issues.

The current International situation has provided yet another most favourable
opportunity to remind the
UN and UN Security Council of its obligations to implement its resolutions
regarding issue of Kashmir in real sense. We should not be afraid of any
reaction from veto member countries, as we have done all our sincere efforts for
peaceful resolution to the issue through bilateral dialogue.
It is time we abandoned the method of bilateral talks with India. We should
rather launch an aggressive political and peaceful campaign utlitising media to
raise this issue at every forum, session of UN and other international forums.
The time for adhering to Simla agreement of bilateral talks has already
finished.

Obviously, Pakistan should take a U turn in it's Kashmir policy, the way she did in the case of Afghanistan. So, why not help India in the "war against terrorism"?

India is persistently refusing or making excuses for
meaningful dialogues with Pakistan. Political stability in Pakistan is one
important element for providing an easy excuse to Indians.
Unfortunately on the future democratic process in Pakistan due to prolonged
deadlock on LFO is obviously a concern to many. If we are firm and
straightforward in our political process in Pakistan, we could strongly show to
the world that we've been victimised for the last 56 years at the hands of
India.
Unfortunately, our foreign policy is so weak that even our genuine concerns do not reach the right place resulting into ignoring our cause by everyone. The other reason being the close new built-up of relationship between India and Israel. India will, therefore, never allow Pakistan to have a stable government which could resolve the long outstanding issue of Kashmir peacefully.
Although so far in vain, India has been trying since
long to crush Kashmiri struggle through force with the help of Israel like
Israelis are doing to Palestinians. India is buying time to eliminate these
struggles and then deal with Pakistani, which is easy for them. If we are still
ignorant of these emerging realities, our stand would crumble further and our
integrity would diminish away.

The posture adopted by India to avoid dialogue with
Pakistanis neither astonishing nor a new one. It is usual from the very start of
Kashmir issue. However, for sometime in past, India has stepped up Media and
Diplomatic campaign against Pakistan. alleging Pakistan of supporting
cross-border terrorism.
Kashmir Freedom Movement is indigenous one. Sacrifices of more than eighty
thousand Kashmiris people for the sake of freedom is a historical fact which no
justice loving Nation would deny. India has no historical facts to justify her
illegal occupation of Kashmir. In dialogue and table talks India has to prove
the version by facts and figures. India knows well that they have no legs to
stand upon to vindicate her occupation of Kashmir. Therefore India finds an easy
way-out that is to deny the dialogue.
It is a historic fact that defence weakness invites aggression. India has
embarked on a dangerous military build up and in future likely to be more
defiant and uncompromising. To refresh the memory we may have a glance on the
terse statements made by the Indian leadership prior to Pakistan’s Nuclear
Explosion in 1988. Pakistan must adopt two-pronged concentrated efforts as
follow:
1. Media campaign and diplomatic efforts to rebut the Indian malicious
propaganda. Press media should play its role effectively with concrete facts on
the Kashmir Issue. It should be dealt with as a regular issue on National and
International front.
2. At the same time we must be very vigilant in our Defence preparedness. We
must maintain an effective Air Force with latest Combat Aircraft. We must adopt
such measures on war footing to produce indigenously such a Combat Aircraft,
which is second to none in the World. Army and Navy must be increased and
equipped with modern weapons. It is the only way to keep India on the right
track. It is not that I am saying. But it is what Allah Almighty has ordered the
Muslims in Quran and I quote. "And prepare against them whatever you are able of
power and of steeds (or equipment that serves the same purpose) of war by which
you may terrify the enemy of Allah and your enemy and others besides them whom
you do not know (but) whom Allah knows. And whatever you spend in the cause of
Allah will be fully repaid to you and you will not be wronged. (Surah-al-Anfal
60)."
3. We must not forget the point that India has not reconciled to the creation of
Pakistan from the very beginning. India is pursuing a long-term policy in
collaboration with her trusted allies. This demands that Pakistan should always
remain alert to deal with the potential threats from
enemies.
4. Lastly, keeping in view the India - Israel defence collaboration, which has
currently adopted a unique magnitude Pakistan and adjacent Muslim countries
should have not only defence cooperation but defence pacts among themselves.
Pakistan is like a defence shield for Muslims countries in this region to keep
off the Indian malicious designs. It is not only in the
interest of Pakistan but the Muslim Ummah as a whole in the Middle East. Muslim
countries must rise to the occasion and take concrete practical steps. This is
the only way to force India to come to dialogue.

The world has undergone a paradigm change in the ways of
conflict resolution. Today even rivals trade with each other. Nothing is above
the national interests. A major shift is needed in our Kashmir policy. Instead
of pursuing India for talks on Kashmir, Pakistan should talk on trade, which can
also be made under the umbrella of SAARC. It will lead both countries to the
road of peace and prosperity.

Pakistan should not pursue India any more for dialogue. Let
now the Indian government should come and approach Pakistan for dialogue.
I have serious reservations about the Indian Prime Minister Mr. Atal Behari Vajpayee's visit that he will come to Islamabad to attend SAARC summit which is
scheduled to be held in January 2004, as no confirmation has yet been received by our government.
Mr. Vajpayee does not want to face the Pakistani leadership due to number of un-explainable reasons.

There are some steps Pakistan should take.
1. No trade without solving Kashmir issue.
2. Indian atrocities should be shown on every forum (UNO OIC etc )
3. Run media campaign (hire media people in different countries to run anti-Indian campaign).
4. Keep pushing pressure on Legal Framework Order (LFO) by using military tactics.

Dialogues will be effective in a situation where both parties are truly willing to solve each others problems. But this is not the case with Pakistan and India; India wants to grab the whole Kashmir and Pakistan can not afford under any cost.
In my view Pakistani government can not adopt any other alternative and will remain consistent in begging for resumption of dialogues because in their view all other alternatives are very insolent.

Pakistan has tried several different means to hold dialogues with India. But now lines should be drawn between right & wrong. India is the guilty party by all means, who even refuses to implement UNSC resolutions.
They are the ones responsible for acting all the rape and plunder in the held valley of Kashmir. In fact its Pakistan's positive approach to offer them a face-saving retreat. But it looks like getting kicked out is their fate.

India is continuously refusing to resume dialogue with Pakistan on all outstanding issues including Kashmir on the pretext that there is cross border terrorism from Pakistan, whereas Pakistan has always refused to this.
Now there is general feeling in Pakistan amongst the masses that we should also repay in the same coin by way of declaring that we are also not interested to continue such dialogue if India is not interested.

Pakistan's urge for issue-resolving dialogues with is due to three fundamental reasons.
1. Extreme and relentless U.S. pressure after 9/11 on Pakistan to re-prioritize and redirect its military focus from India to fighting terrorism within and around the world. The goal is to make Pakistani military machine subservient to and in alignment with the western interest
in its war on global Islamic terrorism.
2. Total Collapse of Pakistan's Afghan Policy, especially in view of effective takeover of Afghanistan by revengefully hostile anti-Pakistan Tajiks, Uzbeks and Shia groups under the so-called Northern Alliance led by General Faheem. General Faheem and his Tajiks are the real rulers of Afghanistan today and they despise Pakistan with revulsion.
3. A realization by Pakistani military establishment of a severe military weakness and vulnerability in a changed regional and global environment. To further aggravate the situation, India has embarked upon a defense build-up of colossal size that Pakistan can neither match nor has the will to afford it.
As much as we dislike these regular requests and appeals to our bitter enemy for dialogue, there seems to be no other choice. Every which way you look at it the Musharraf led Jamali government is doing the best under the circumstances.
